Civil Law in the Bible
Civil law in the Bible refers to the body of judicial regulations God gave ancient Israel to order their common life as a covenant nation. Beyond the moral commands of the Ten Commandments, the Lord provided detailed case laws governing property, justice, restitution, and the courts. The opening of this legislation reads, "Now these are the rules that you shall set before them" (Exodus 21:1), introducing statutes that addressed everyday disputes with remarkable fairness. For example, in matters of theft the law required proportional restitution: "If a man steals an ox or a sheep, and kills it or sells it, he shall repay five oxen for an ox, and four sheep for a sheep" (Exodus 22:1), restoring the victim rather than merely punishing the offender. God also established a system of just judges and courts. Israel was commanded, "You shall appoint judges and officers in all your towns... and they shall judge the people with righteous judgment" (Deuteronomy 16:18). Difficult cases were to be brought to a central tribunal: when a matter was "too difficult for you to judge," the people were to go to the place the Lord chose and follow the verdict given there (Deuteronomy 17:8). At the heart of this system lay impartiality, a principle binding on every judge: "You shall do no injustice in court. You shall not be partial to the poor or defer to the great, but in righteousness shall you judge your neighbor" (Leviticus 19:15). While these specific statutes were given to Israel under the old covenant and are not binding on nations today, they reveal God's abiding concern for justice, equity, and the protection of the vulnerable. The New Testament affirms that civil government itself is ordained by God: "there is no authority except from God, and those that exist have been instituted by God" (Romans 13:1). Civil law, rightly understood, points to a righteous Lawgiver who loves justice and calls human authorities to reflect His character in how they govern.
