What the Bible Says About the Authority of Government

The Bible teaches that governing authority is not an accident of history but a structure ordained by God for the ordering of human society. The clearest statement comes from Paul in Romans 13:1, where he insists that "there is no authority except from God, and those that exist have been instituted by God." Because of this divine origin, Paul continues in Romans 13:2 to warn that the one who resists legitimate authority resists what God has appointed, and so incurs judgment. This does not make rulers infallible or worthy of unconditional obedience; rather, it establishes that the office of government itself serves God's purpose of restraining evil and protecting the good. Peter echoes the same principle in 1 Peter 2:13, urging believers to "be subject for the Lord's sake to every human institution," whether to the emperor as supreme or to governors sent to punish wrongdoers and praise those who do right. Paul similarly reminds Titus in Titus 3:1 to remind the church "to be submissive to rulers and authorities, to be obedient, to be ready for every good work." Throughout Scripture, submission to government is framed not merely as civic prudence but as part of Christian witness and obedience to Christ. Yet biblical submission is never absolute. When Jesus was questioned about taxes in Matthew 22:21, He answered, "Render to Caesar the things that are Caesar's, and to God the things that are God's," drawing a clear boundary: the state has real claims, but they are limited claims, for human beings bear the image of God and ultimately belong to Him. Daniel 2:21 reminds us that it is God who "changes times and seasons; he removes kings and sets up kings," so that earthly rulers govern only under the sovereignty of heaven. Believers therefore honor government, pray for those in authority, and obey its just laws, while reserving their highest allegiance for God alone, ready to obey Him rather than men when the two demands conflict.

Frequently Asked Questions

Does the Bible say we must obey the government?
Romans 13:1 and 1 Peter 2:13 call believers to submit to governing authorities for the Lord's sake, because such authority is instituted by God to restrain evil and reward good. This submission is genuine but not unconditional.
Are there limits to a government's authority?
Yes. In Matthew 22:21 Jesus distinguishes the things of Caesar from the things of God, and Daniel 2:21 shows God sovereignly setting up and removing kings. When a government commands what God forbids, believers must obey God rather than men.
Why does Paul say resisting authority is resisting God?
In Romans 13:2 Paul teaches that because legitimate authority is appointed by God, defying its rightful order amounts to defying the One who established it. The principle protects social order while still leaving room for conscience before God.
