Scripture has much to say about leaders, both those who govern nations and those who shepherd the church. The Bible presents leadership as a sacred trust, accountable ultimately to God. Whether kings, elders, or overseers, leaders are called to integrity, justice, and the fear of God, and the people are called to honor, pray for, and submit to those whom God has placed over them. The qualifications for leadership are clear from the beginning. When Moses was overwhelmed, his father-in-law Jethro advised him to appoint "able men from all the people, men who fear God, who are trustworthy and hate a bribe" (Exodus 18.21). Character, not charisma, is the chief credential. The well-being of a community depends on the moral quality of its leaders: "When the righteous increase, the people rejoice, but when the wicked rule, the people groan" (Proverbs 29.2). The New Testament sets equally high standards for church leaders. An overseer must be "above reproach, the husband of one wife, sober-minded, self-controlled, respectable, hospitable, able to teach" (1 Timothy 3.2). Titus 1.7 adds that, as God's steward, an overseer must not be "arrogant or quick-tempered or a drunkard or violent or greedy for gain." Leaders are servants entrusted with God's people, not masters lording over them. Believers also have responsibilities toward their leaders. Romans 13.1 teaches that "there is no authority except from God," calling for honorable submission to governing authorities. Within the church, Hebrews 13.7 urges, "Remember your leaders, those who spoke to you the word of God," imitating their faith, and Hebrews 13.17 says, "Obey your leaders and submit to them, for they are keeping watch over your souls." Godly leaders are a gift, and following them faithfully, while holding fast to Christ, brings blessing to the whole community.
