1 Samuel traces Israel's turn from the age of judges to monarchy through the intertwined arcs of the prophet Samuel, the rejected king Saul, and the rising king David.

1 Samuel opens at the sanctuary of Shiloh, where Hannah's prayer produces Samuel, the prophet who will guide Israel out of the failing age of the judges. As the corrupt priesthood collapses and the ark is lost and returned, Samuel leads a repentant nation, until the elders demand a king 'like the nations.' Warned but granted their wish, Israel receives Saul, whose impressive beginning gives way to disobedience at Gilgal and against Amalek, and whom the LORD rejects. Samuel then anoints David, chosen by the heart rather than the eye; David's defeat of Goliath and his growing success turn Saul's favor into jealous pursuit. Hunted as a fugitive, David twice spares the king he could kill, refusing to seize the throne by violence. The book closes as Saul, abandoned by God and consulting a medium, dies with his sons on Mount Gilboa, leaving the throne empty and David's path to it open.

Hannah, Eli and the rise of Samuel (1 Samuel 1–3) — Israel's story restarts not in a palace but at the sanctuary of Shiloh, where Hannah's anguished prayer produces Samuel, the child dedicated to the LORD. As Eli's house fails, the boy grows into the prophet through whom God will speak to a leaderless nation.
  2. 2. The ark, judgment and Samuel's leadership (1 Samuel 4–7) — Israel treats the ark as a talisman and is routed; the ark is captured, Eli's sons die, and Eli falls dead. Yet the ark humbles the Philistines and returns, and Samuel leads a repentant Israel to victory at Mizpah, judging the people in the LORD's name.

Warned and granted their request, they receive Saul, whom Samuel anoints privately, then presents publicly, and whose kingship is confirmed after he rescues Jabesh-Gilead. Samuel's farewell frames monarchy under covenant.
  4. 4. Saul's failure and rejection (1 Samuel 13–15) — Saul's reign turns on obedience. At Gilgal he offers sacrifice without waiting for Samuel, and after the war with Amalek he spares what he was commanded to destroy. Twice Samuel announces that the LORD has rejected Saul as king, though he still reigns.
  5. 5. David's rise and Saul's decline (1 Samuel 16–20) — Samuel anoints David, the youngest son of Jesse, whom the LORD chooses by the heart rather than the height. David's victory over Goliath and his success bind Jonathan to him and turn Saul's favor into murderous jealousy, forcing David to flee.
  6. 6. David in exile and the death of Saul (1 Samuel 21–31) — David lives as a fugitive—at Nob, in the wilderness strongholds, and finally among the Philistines at Ziklag—twice sparing the Saul who hunts him. Saul, abandoned by God, consults a medium at Endor and dies with his sons on Mount Gilboa, leaving the throne empty.
